Grade 23, also known as Ti6Al4V ELI or Ti64 ELI, is the extra-low-interstitial version of Grade 5. ELI (Extra Low Interstitials) means that interstitial elements are held at very low levels. Compared with Grade 5, tighter limits are applied particularly to oxygen, iron and hydrogen. This gives Grade 23 higher ductility, improved fracture toughness and better damage tolerance, with a slight reduction in strength in some conditions.

Ti6Al4V ELI is an α+β titanium alloy with a beta transus of about 980°C; its microstructure therefore depends strongly on hot-working and heat-treatment conditions. At room temperature, its elastic modulus is about 107–122 GPa and its thermal conductivity about 6.6 W/m·K. The low thermal conductivity can concentrate heat in the cutting zone during machining. Its magnetic permeability is approximately 1.00005, so it is considered practically non-magnetic.
